The major
policy-making body of USWAG is its Policy Committee,
comprised of one representative from each member company.
The Policy Committee approves the USWAG Budget and sets the
general direction of USWAG's efforts. The Steering Committee,
comprised of elected members from the Policy Committee, acts
as an advisory group to the Policy Committee. There are a
number of technical committees and task forces (below)
which implement the decisions of the Policy Committee.
Ash
Management and Solid Waste Committee
The Ash Management and Solid Waste Committee is responsible
for addressing regulations affecting ash management. The Committee
provides technical assistance on EPA's regulatory determination,
RCRA reauthorization, Subtitle C rulemakings, ash use activities,
clean coal technology byproducts, TCLP regulation, and litigation.
Low
Volume Waste Committee
This Committee provides technical assistance and legislative
support on used oil regulations, hazardous waste burning rules,
mixed waste, RCRA Subtitle C rulemakings, lighting wastes,
treated wood management, land disposal restriction regulations,
universal waste management standards, and associated litigation.
There is one Subcommittee under the Low Volume Waste Committee:
- The Treated Wood Subcommittee is responsible for
addressing regulations affecting the management of used,
treated utility wood poles and cross-arms.
PCB Committee
The PCB Committee is responsible for addressing matters relating
to PCBs and certain issues arising under TSCA. The Committee
provides technical assistance and support on the development
of and compliance with the federal PCB rules, including PCB
spill cleanup, exposure risks, legislative support affecting
the PCB regulatory program, and RCRA/TSCA mixed waste regulatory
issues. Much of the Committee's work and most litigation is
done jointly with other industry groups.
Remediation and Response Committee
The Remediation and Response Committee is responsible for providing
legal and technical support for addressing regulations affecting
the management of remediation wastes generated during site cleanups.
The Committee, through participation in a multi-industry coalition,
will also work to promote brownfields redevelopment as Congress
addressess Superfund reauthorization.
There is one subcommittee under the management of the Remediation
and Response Committee:
- The Tanks Subcommittee is responsible for working
to maintain reasonable regulations for underground tanks
and flexible guidance for cleanup of releases from such
tanks. The Subcommittee will provide technical assistance
and support on the following issues: aboveground tanks,
SPCC regulations, and litigation, as appropriate.
DOT Committee
The Department of Transportation (DOT) Committee is responsible
for addressing matters relating to the DOT Hazardous Materials
Regulations (HMRs). The Committee provides legal and technical
support on HMTA reauthorization, the materials of trade rule,
PHMSA rulemakings, and litigation as appropriate.
